Based on some futher musings and uping the budget a little from the budget arsenal article, here's some suggestions for your URBAN oriented firearm needs.
Given the likelyhood of renewed restrictions on military type weapons, I would suggest you have the following assortment of firearms.
Personal Defense Rifle (PDR)- A .357 lever action carbine. This will provide 100-150 yard reach, multiple shot capability, and quick action.
Foraging Rifle (FR)- Any quality bolt action .22 cal rifle will suffice. This will work fine for small animals and birds and ammo is cheap.
Home Defense Weapon (HDW)- Mossberg or Remington 12 ga pump with extened magazine tube. No explanation necessary!!! 
Concealed Carry Weapon (CCW)-In the beginng stages of a SHTF situation, civil authorities may still be out and about. You will need a concealable weapon for defense if you need to venture out for whatever reason early on. If you live in a city that allows handguns(sorry NYC, LA, etc) a hi-cap 9mm that will hold at least 13-15 rds would be best. S&W Sigma fits the bill in this regard. If you prefer a SA automatic, go with a Bersa or a Browning Hi-Power.
If you buy new,you should be able to purchase these firearms and a good supply of ammo for ea. for under $2000.
